BRIBE OF WHOM IS MOST DEPLORABLE?
NO DOUBT; DOCTORS IT SELF.
Would it be glorified if Doctors bribe renamed ‘consultation fee’?
It is like asking which part of “stool piece” is better. Obviously it is obscene.
Generally speaking, bribery is an obscene crime.
“Accepting or demanding a bribe is charged under CRPC”;
thus it is written and exhibited in all offices.
I don’t know whether it is to remind the customer if he fails to bribe the officer.
What is the impact of bribing?
It is either looting the pocket of a customer, who deserves/deprives service, or
eroding the revenue of the Government.
Without both or either there is no bribe. And both are pilferage of public money. Right?
Many donors pay the bribe for obtaining undeserved orders and allotments.
Yet others do the practice for speedy disposal of files.
Again there is a sector, do the perpetration for smoothening of future dealings.
Industries officer receives the bribe for the subsidy he paid to the unit.
The sales tax people get it for the tax evaded.
In both the cases, the officer is very happy and the donor is partly happy.
He might be thinking of the incentives or profits he received.
The layman who paid cash to the Village Officer also would be at solace,
as he got the certificate in time to produce before some others for some gains.
Relatively assessing: the public will view the act of the later with a bit grievance.
The formers would not disclose their act, as they are the benefactors.
Probably they also feel that the Officer had helped them out of way.
So the payment is for the risk taken.
What about a Government Doctor doing private practice in the Office hours?
And that too, demanding the mutilated little currency from the poor patient’s wallet.
It is for saving their life, or curing the pain the patients are coming to the Doctor.
It is not for making any profit or incentives.
Is it scrupulous to receive alms from destitute?
To a government Doctor, majority of the patients would be from the lower strata.
In the currency notes they pay, is there salty wetness of their tears?
The Doctors, who are supposed to be the saviors of the patients,
that too drawing a covetous salary from the Government,
accepting the shabby bribe from the patients on demand, what a shame!
I don’t think a mere renaming of this evil as “consultation fees”
would help save them at the days of final judgment.
